Sam Keenan (Van Damme) is a former member of the elite units of the U.S. Navy with combat experience and determination to protect American interests anywhere in the world. But the day comes to its new location in a turbulent Eastern European country, Keenan is thrust into a bloody and chaotic scene: Heavily armed rebels looted the capital, killed the American ambassador and threatened to overthrow the new president and fragile democracy.
